    Chaz Lavelle focuses his practice on tax controversy work, primarily before the Internal Revenue Service and US Tax Court. He has over 40 years of experience in tax law matters, with an emphasis on the taxation of captive insurance companies. He has resolved scores of cases with the IRS relating to federal income, estate, excise, gift and estate taxes, penalties and interest.


    Chaz's clients may be individuals, corporations or owners of captive insurance companies who have been selected for audit or who are facing appeal.


    Chaz was counsel in two of the five seminal cases concerning captive insurance: Humana Inc. and Subsidiaries v. Commissioner, 881 F.2d 247 (6th Cir. 1989) ("brother sister" captive insurance) and Ocean Drilling & Exploration Company v. United States, 988 F.2d 1135 (Fed. Cir. 1993) (substantial unrelated business captive insurance).


    Chaz is a nationally recognized leader in the captive insurance tax arena who is often quoted in publications for his insights related to the industry. He is a frequent contributor to insurance periodicals, and is co-author of a chapter in the American Bar Association's Captive Insurance Deskbook for the Business Lawyer.


    Chaz was inducted into Captive Review's Captive Hall of Fame in 2020. Captive Review is an international magazine headquartered in London, England. He has received the Vermont Captive Insurance Association Industry Service Award, and the Captive Insurance Companies Association Distinguished Service Award, the two largest captive insurance associations headquartered in the United States.


    Chaz is a fellow, and former Regent, of the American College of Tax Counsel.


    Bailey Roese has nearly a decade of experience representing taxpayers in federal, state and local tax controversies. Selected as a 2023 Captive Review "One to Watch," a 2023 Best Lawyers "One to Watch," and a Kentucky Super Lawyers Rising Star in tax law for 2018-2023 in the area of Tax Law, Bailey regularly advocates for clients in state courts, administrative tribunals, the United States Tax Court and US federal courts, including the US Supreme Court. Bailey also has broad experience working with the Internal Revenue Service, including IRS appeals, and state and local tax departments to settle disputes on behalf of taxpayers. She also assists clients with their tax planning, compliance and collection needs. Her expertise encompasses income tax, captive insurance taxation, sales tax, property tax, trust and estate tax, excise tax and others.


    Bailey has been a speaker or panelist on a variety of tax and legal topics, including state and local tax, federal tax, captive insurance taxation and ethics. She has also written extensively on tax law, with publications in State Tax Notes and Captive Review, among others.

    Bailey is an active member of the community. She serves on the Board of Trustees for the Olmsted Parks Conservancy. In 2019, she was a member of the Transition Team for Kentucky Governor Andy Beshear and Lieutenant Governor Coleman. She formerly served as general counsel for the Kentucky Democratic Party and as president of the Board of Louisville Girls Leadership. Bailey is a 2016 graduate of Leadership Louisville's Ignite Louisville Program and a 2015 graduate of Emerge Kentucky.

    Expectations and Impacts on Captives Putting Pressure on Affordability and Availability Challenges

    Robert J. Walling III is primarily focused on product development, ratemaking and loss reserving studies for captive insurance companies, risk retention groups (RRGs), self-insurance programs and admitted insurance companies.


    He is the appointed actuary and/or loss reserve specialist for scores of domestic and Bermuda insurance companies, RRGs, captive insurance companies and self-insurance programs. Rob has also been advisor to more than 20 state insurance departments and government insurance programs, and a partner assisting captives, RRGs and insurance companies developing commercial insurance products and pricing, including innovative coverages and emerging markets.


    Rob is a subject matter expert on actuarial and commercial insurance matters, such as captive insurance, ratemaking, loss reserving and collateral negotiations. He is also an experienced actuarial specialist in the trucking industry, including admitted, excess and surplus, and alternative markets. He further provides legislative costing and industry studies to state and national associations with insurance interests as an actuarial advisor.


    Rob has a B.S. in Education from Miami University (Oxford, Ohio), a Certification in Secondary Mathematics Education, is a Member of the American Academy of Actuaries, a Fellow of the Casualty Actuarial Society, and a Chartered Enterprise Risk Analyst.
