Rae Brown, CPA, President

Ms. Brown is a Consultant, Management Services with GPW and Associates, Inc. (GPWA) in Phoenix.  In her position as Consultant, she specializes in captive insurance companies for mid-sized employers.  In 2008, she joined the Phoenix office of Marsh, leaving as a Vice President in 2017. She previously held positions as Vice President of Finance and Corporate Controller for various companies. She also owned a public accounting firm prior to joining Marsh. Ms. Brown has expertise in various insurance domiciles and is responsible for assuring high quality service in captive management activities. Additional duties include assisting clients in design, organization and implementation of captive insurance programs.

Marcia Philpott, Co-Vice President

Marcia holds a BBA in Risk Management and Insurance from The University of Texas in Austin and a MBA in Risk Management and Insurance from Georgia State University in Atlanta.  She has over twenty five years of experience in the risk management and insurance field working with various corporate risk management groups and on the broker side of the industry.  Currently, Marcia is the Manager of Insurance Services at Salt River Project (SRP).  SRP is the third largest public power company in the USA and provides water and power in the greater Phoenix area.  Marcia has been involved directly in the captive insurance business for over ten years.  SRP has an Arizona domiciled single parent captive, SRP Captive Risk Solutions, Ltd.  She is a current board member and past President of the Arizona Captive Insurance Association.  She is also an active member and past President of the Central Chapter of the Risk and Insurance Management Society.




Stephanie Lefkowski, Treasurer

As a captive consultant at Marsh & McLennan Agency, Stephanie Lefkowski provides analytical, financial, regulatory, sales, and underwriting expertise to business development teams. Ms. Lefkowski conducts financial analysis and modeling necessary to evaluate captive reinsurance programs and its impact on the client’s strategic and risk management objectives. Prior to joining Marsh & McLennan Agency­­­, Ms. Lefkowski gained experience in captive management, captive regulation, and property casualty insurance operations. Ms. Lefkowski has prepared numerous captive feasibility studies and captive applications submitted to and licensed by various captive domiciles. As a captive manager, Ms. Lefkowski managed over a dozen captives owned by Fortune 500 companies. As an insurance regulator for the State of Arizona, Ms. Lefkowski licensed over 50 captive insurance companies and regulated over 130 licensed companies. Ms. Lefkowski holds an undergraduate degree from Quinnipiac University and a graduate degree from University of Phoenix. Ms. Lefkowski achieved the Chartered Property and Casualty Underwriter and Associate in Underwriting designations and is an insurance producer licensed by the State of Arizona.

Allan is a Client Service Leader and Senior Vice President with Marsh’s Captive Solutions Group.  He is responsible for oversight of client service teams that manage the daily activities of insurance companies, strategic captive program design, and new business development.  Allan’s unique brokerage background provides expertise in broader risk strategies, tools and resources that captives utilize.  His focus on both short and long term strategies sets a road map and helps a captive work in concert with the parent or group’s holistic risk program.

J. Michael Low is Of Counsel in the Scottsdale office of Kutak Rock and a member of the Firm’s Insurance Regulatory & Compliance Practice. Mr. Low's practice principally includes representation of insurers, insurance associations and institutions before the Arizona Legislature and the Arizona Department of Insurance, as well as other state insurance departments. His practice also includes a wide range of insurance-related representation, including litigation consulting, reinsurance matters, arbitrations and mediations, and insurance corporate and regulatory matters involving the formation,merger and acquisition of insurers, including the formation and licensing of over 30 captive insurers. He has authored reports and testified as an expert witness in over 100 matters in state and federal courts involving life, health, property and casualty insurance coverages, claims handling, agent conduct, and insurance bad faith issues.



Geoerge Belokas, Director

Mr. Belokas is Vice President and Actuary of GPW and Associates, Inc., an actuarial and consulting firm in Phoenix.  Mr. Belokas is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries with over twelve years of experience in reserving and pricing with a focus in commercial insurance, reinsurance and captive insurance.  Fields of experience include vehicle service contracts, guaranteed asset protection, tire and wheel, ancillary Finance and Insurance products, workers’ compensation, property, liability and other non-traditional insurance risks.  Mr. Belokas holds a Bachelors of Science Degree in Mathematics from Arizona State University and is a Past President of the Casualty Actuaries of the Desert States.




Victoria E. Fimea, Esq., Director & Public Affairs

Ms. Fimea is an Attorney with over 30 years of insurance experience, including over 20 years in C-suite and senior level positions. Her broad experience includes corporate, transactional, governance, litigation, anti-fraud/anti-money laundering and employment law issues and public affairs advocacy.  Ms. Fimea spent the bulk of her career in Washington, D.C., where she was responsible for several advocacy efforts and managed nation-wide litigation efforts (including amicus curiae filings) for the ACLI (American Council of Life Insurers). Currently with Northern Arizona University (NAU) in Flagstaff, Arizona, Ms. Fimea also volunteers her time to NAU as it develops its RMI (Risk Management and Insurance) certificate program through The W.A. Franke College of Business.  Ms. Fimea has a B.S. from NAU, her M.A. from The American University School of International Service, and her J.D. from The American University Washington College of Law.  She is admitted to the Bars of Arizona, California, the District of Columbia and Illinois.



Lauren Humphrey, Director

Lauren Humphrey earned her Bachelor of Science degree in Accounting from Northern Arizona University.  She went on to receive her Master of Business Administration (MBA) with an emphasis in Accounting from Northern Arizona University. Since 2013, Lauren Humphrey has worked with traditional and captive insurance companies, serving in various capacities at Eide Bailly, LLP and Strategic Risk Solutions (West) Inc. She supervises captives domiciled in Arizona, Utah, Missouri, and North Carolina on behalf of Strategic Risk Solutions (West) Inc.



Joan M. Lessner, Director

Joan Lessner is senior vice president, commercial banking, for Alliance Bank of Arizona, where she is a banking resource for medical professionals, attorneys, high-net-worth individuals, and captive insurance and reinsurance companies. She joined Alliance Bank of Arizona in 2003 and has almost 40 years of banking experience.

Based in the Scottsdale office, Ms. Lessner serves clients throughout the greater Phoenix area. She is a board member of Make-A-Wish Arizona. She attended Phoenix College and Arizona State University.



Dave Madden, Director

Dave is responsible for developing and growing the Arizona Health Reciprocal Insurance Company (AHRIC). He has 20 years of experience working in a variety of roles within the employee health benefi ts industry. His experience working with large national and public sector employers as well as his hands on experience working as a provider in a small nonprofit agency has given Dave a broad understanding of the challenges facing employers and the need for developing alternative and sustainable employee health benefit solutions.



Lawrence Prudhomme, CPA, ACI, Director

Mr. Prudhomme joined GPW and Associates, Inc. in 2008 to apply his management skills and expertise in the insurance industry. He began his career with Arthur Andersen & Co. in Detroit and spent 8 years in the tax department specializing in small to mid-size companies. During his business career, Mr. Prudhomme has been in management positions in the graphic arts industry, the investment advisory business and with a Fortune 100 company. He recently achieved the Associate in Captive Insurance (A.C.I.) designation from the International Center for Captive Insurance Education (ICCIE).
